  • Develop the overall financial plan for the Institutions
  • Provide advice in designing Cash Flow forecasts for the Institutions
  • Provide advice in the design of costing and pricing structures for the    
  • Offer guidance in the timely collection of receivables and in monitoring the achievement of the Institutions Accounts receivable target.
  • Review the Institutions budget for approval 
  • To approve disbursement of approved budgeted expenses in consultation with the Chief Financial Officer/Director of Finance..
  • Collaborate with the CFO in effectively directing day to day operations, to ensure the gross margin targets of the annual budget, while making efficient use of capital.


  • Institutional marketing of the Institution’s services
  • Provide oversight in the development, monitoring and implementation of the    institutions’ local and international marketing plans.


Establish appropriate information systems for:

  • Timely generation of reports
  • Effective communication between Departments and  Strategic Business Units
  • Provide a data base for strategic planning        


In collaboration with the Director of Human Resources and Development, as well as Executive Council members, help to foster a dynamic program of human resource development by facilitating and encouraging:

  1. The preparation, implementation and monitoring of effective Faculty and Staff Development Plan;
  2. Structured and appropriate orientation and induction programs for new faculty and staff members;
  3. Continuing on-the-job training and staff rotation;
  4. Institutional sponsorship of staff on courses and seminars;
  5. Faculty participation in relevant research conferences, workshops and seminars.  
  6. Any other training and development activities which will enable the human resources to achieve the Institutions’ targets;
  7. Regular formal performance evaluation of all faculty and staff members, and all managers


  1. Ensure that personnel relations functions are conducted according to the best international practices in personnel relations, practices and procedures, and in keeping with Jamaican and other relevant labor laws.
  2. Ensure the provision of benchmarked and updated remuneration packages for members of staff, especially at the managerial and executive levels, to ensure market competitiveness.
  3. Approve and propose increases in staff compensation 
  4. Approve the recruitment, promotion and termination of senior employees


  • Doctorate Degree with substantial leadership experience
  • Experience in higher education administration and leadership within the Anglophone Caribbean, and understanding of the Jamaican higher education sector.
  • At least five years of experience in a similar leadership capacity, within an accredited University or University
  • Adept at revenue-based budgeting and forecasting.  
  •  Entrepreneurial spirit, business acumen, strong communication skills
  •  Highly developed interpersonal skills and commitment to teamwork
  • Innovative vision and change management expertise
  • Sophisticated grasp of data, educational technologies, and analytics
  • Effective and timely decision-making competences
  •  Budget, financial management and fund-raising skills
  •  Robust research publications record at Full Professor level
  •  Significant Jamaican/Caribbean professional work experience
  •  Demonstrated personal and professional integrity


  • Strong interpersonal and communication skills. Be able to communicate effectively at all levels across the institution, both orally and in writing.
  • Be able to communicate with internal and external customers with tact and diplomacy.
  • Must possess good organizational skills, the ability to prioritize, multi-task and meet deadlines.
  • Must have an appreciation of the University’s philosophy and mission
  • Have a high level of initiative, accountability and integrity
  • The ability to work well with employees and faculty.
